Dialog issue when opening/closing the dialog

Describe the issue / Steps to reproduce:
the close button dissapears and the html gets messed up by readding the same element

  1. Go to a random page on the demo wiki
  2. click on “… Alle aktionen”
  3. click on “Mit dieser Seite verbundene Workflows”
  4. close that dialog
  5. repeat step 2 & 3

Expected behavior:
the close button not to disappear
also to me it seems weird it keeps adding “.oo-ui-windowManager” elements

I was able to reproduce it in our test system and filed a bug ticket (ERM #38666).
