There is a bug when trying to move the table of contents to a different position using __TOC__ in the source code editor. As soon as the page is edited again in the visual editor, the __TOC__ is removed and the table of contents appears at the top again.
The exact same thing also happens in your demo wiki.
Is there a solution?

In order to test the reported problem, I created the following examples:
__TOC__ nor __NOTOC__)In my experiments listed here, all magic word usages seem to be correctly saved then rendered in wanted places on page. It would be helpful if you can share a piece of wikitext source text, with which the TOC is not working as expected - we can then further discuss based on the context.

I edited your site
https://en.demo.bluespice.com/wiki/Sandbox/community-369/toc-in-the-middle in the visual editor and saved it. After that, the TOC is now on the top of the site. _TOC_ works correct until you edit the site with the visual editor and save it

Edit: you can see it in the difference between the revisions. I only added the word test and it removes automatically the _TOC_
